Ensuring Democratic Success: Key Components for Nomocracy and Law Abiding Societies

Democracy is a complex and often misunderstood system that thrives when everyone can have an effective voice. However, it is important to differentiate between rule by tradition and law (nomocracy) and rule by the populace. For a successful democracy, several key components must be in place. This article will outline these essential elements and why they are crucial for the stability and prosperity of a democratic society.

A Law Abiding Populace

A democratic society cannot thrive without a law-abiding populace. Unlike a sycophantic one, where individuals follow any leader who rewards the right people and punishes the wrong ones, a law-abiding society operates under the rule of law. This means that people respect and adhere to the established legal framework, even when it is inconvenient or unfair. Without a law-abiding populace, the integrity of the democratic process is compromised, leading to potential power grabs and instability.

The Power of a Middle Class

A strong middle class is essential for the success of a democracy. A commercial economy allows middle-class individuals to participate in the economy and exercise their rights. Additionally, an affordable weapons system and economic checks on both the rich and the poor ensure that no group dominates the political landscape. When the middle class is empowered, it provides a buffer against both extreme poverty and excessive wealth, fostering a balanced and stable society.

Vehicular and Technological Advancement

For a democratic society to function effectively, there must be a means of advancement that goes beyond simple violence or servitude. This can include education, access to technology, and opportunities for upward mobility. A complex system that offers multiple pathways to success and different advantages ensures that individuals from various backgrounds have the chance to improve their lives.

A Law Abiding Military

The military is a critical component of any democratic society, but it must operate under the rule of law. A military that abides by the same legal standards as the rest of society ensures that it does not become a threat to the democratic process. This means that military leaders must be held accountable for their actions, and their decisions must be subject to legal review and oversight.

Balanced Power Structures

A division of powers is essential to prevent any single individual or group from gaining too much control. This can be compared to the requirement that nuclear missile subs need two (or more) officers to launch missiles. This principle can be applied to political structures, ensuring that no one person or group can dominate the system. This balance is crucial for preventing the consolidation of power and maintaining a free and open society.

The Role of Sea Power and Naval Forces

While sea power and naval forces can play a significant role in a society, they do not inherently lead to despotism. However, this does not mean that they are irrelevant. As Samuel Eliot Morison once noted, sea power serves as a check on despotism. The inability of a naval warlord to seize the capital by force, combined with the inherent commercial and technological aspects of naval power, ensures that nerds (often representing a middle-class or intellectual elite) can compete against jocks (representing the wealthy and powerful). This balance is crucial for the success of a democratic society.

In summary, for a democracy to succeed, several key components must be in place. These include a law-abiding populace, a strong middle class, a means of advancement, a law-abiding military, and balanced power structures. By focusing on these elements, societies can create a stable and prosperous democratic system that upholds the rule of law and ensures the effective participation of all citizens.
