India’s ambitious AMCA (Advanced Medium Combat Aircraft) project has sparked a lot of debate in the defense and aviation communities. The question arises: is it worth investing 15000 crore in this project when similar investments could be made in procuring 5th generation aircraft like the F-22 Raptor?

Investment in Innovation

Firstly, it's important to understand that building a 5th generation fighter is a monumental task, requiring a significant financial investment in Research and Development (RD), prototyping, and technological advancement. This is a hurdle that not all countries can overcome. For instance, the F-35 program, which was initially projected to cost around 200 billion USD during the development phase, ultimately ended up costing 406.8 billion USD. Moreover, the ongoing costs of production, maintenance, and operational expenses for the F-35 have reached a staggering 1.5 trillion USD.

What About the F-22 Raptor?

It’s crucial to acknowledge that the F-22 Raptor is no longer in production and is not for sale to any country due to advanced technological and strategic limitations. The only 5th generation aircraft available for purchase is the F-35, which costs approximately 77.8 million USD per unit and incurs an operational cost of 44,000 USD per hour. To put this into perspective, if an average pilot flies 200 hours a year, it would cost around 8.8 million USD. With that kind of expense, one could instead procure a 4.5 generation aircraft with an upgraded weapons system for the same price.

India’s Scientific Ambition

While India aims to produce a 5.5 generation aircraft with the AMCA, it remains uncertain whether it can match the stealth capabilities of the F-22 Raptor. Even if it comes close, it would still be a significant achievement. It's important to consider that the US, which has extensive experience in stealth technology, has already developed the F-117 Nighthawk and the B-2 Spirit bombers. By the time AMCA enters service, the US is expected to have a 6th generation fighter in its arsenal, further narrowing the gap in technological capabilities.

Foreign Procurement Options

India could opt to procure a 5th generation aircraft from foreign vendors, the only viable options being the F-35 and the Sukhoi Su-57. However, the F-35 comes with significant restrictions for India due to its interoperability concerns with the S-400 system from Russia, which the CATSAA (Countering America’s Threat from Russia) restrictions aim to mitigate. The Su-57 was initially expected to be a formidable contender, but its performance in the stealth domain left much to be desired, leading to India's decision to opt out of the FGFA (Next Generation Fighter Aircraft) program.

Given these factors, the AMCA project stands as a bold yet practical step forward for India in the realm of advanced fighter aircraft development. While it may not match the capabilities of existing 5th generation fighters, it represents a significant leap in technological development and strategic capability for India.
