As to why it is allowed on here it’s because Quora likes to make money. Any thing that gets them views and potential clicks for ad revenue is automatically allowed. It is well documented of there literally being Nazi groups on here and many users send women all sorts of rape and death threats and users insult black, Hispanic, and other people of color and believe that white people are automatically superior even if you’re a toothless old non-educated white guy living in the Ozarks clutching his gun and being worried about 'the Negros' with an 1852 mindset. Quora does nothing about them.

Why because Quora is not exactly a site that’s known for being profitable. They are desperate for any shred of revenue they can make which will keep them going. And more importantly make their investors happy. And if that means letting a bunch of bigots and obvious trolls run around threatening people’s lives and livelihoods and spreading ridiculous political propaganda then so be it. It’s a system that sucks but it is what it is. It’s one of the prices you pay for using this site.

As for how you deal with it I just ignore it. I usually just bypass all those posts and report all the ones I see as blatantly disrespectful content and/or factually incorrect. These are people who believe the sun literally shines out of Donald Trump’s ass and that Jewish lasers rain down on California forests from space.

There is no negotiating with them. It reminds me of what one conservative politician said in Florida or Georgia I believe about how black people were free to go anywhere they want 'as long as they vote conservative'. It's a piss-poor definition of 'freedom'.
